Overview of the Scheme

The scheme is officially called “West Bengal Health Scheme for the Beneficiaries of Grant–in–Aid Colleges and Universities, 2017”.

Applicability

It is applicable to serving teachers, librarians of government-aided colleges and state-aided universities, as well as their dependents.

Enrolment Process

Enrolment is optional.

Interested faculty/officers must enrol online via the WB Finance Department’s WBHS Portal, specifically the higher education section. Applications require scanning and uploading a photo and signature for all beneficiaries. Once submitted, the Drawing and Disbursing Officer (DDO) reviews and either approves or rejects the application. Approved enrolees can download their Certificate of Enrolment.

Once enrolled, the employee forfeits the regular medical allowance. Opting out is allowed only if the employee (or their beneficiary) has not availed any benefit in the previous five years.

Treatment Access & Reimbursement

1. Indoor Treatment (Hospitalization)

  1. Covered in empanelled hospitals (government, municipal, state-aided, or selected private institutions).
  2. In non-empanelled private hospitals, reimbursement is available:
    1. Up to 80% of WBHS-approved rates if the hospital has more than 80 beds
    2. Up to 60% of approved rates if the hospital has 80 beds or fewer surendranathcollege.ac.in

2. OPD Treatment (Out-Patient)

  1. Coverage for OPD visits related to certain specified diseases.
    1. o These include serious conditions like cancer, tuberculosis, hepatitis, insulin-dependent diabetes, heart diseases, neurological disorders, acute malaria, renal failure, autoimmune disorders (e.g., lupus), Crohn’s disease, COPD, rheumatoid arthritis, accident injuries (including animal bites), chronic OPD follow-ups for surgeries (cardiac, neuro, transplant, cancer treatments), etc. WBXPress

Extended OPD Coverage
